CARICOM has political will, more structures needed to achieve goals -Jagdeo

JAMAICA/GUYANA (JIS)– His Excellency, President Dr. Bharrat Jagdeo says the political will exists in the Caribbean Community (CARICOM) to achieve the goals of regional integration, but this is not been matched by the relevant structures to allow effective implementation of decisions.

The president’s notion was recorded as he addressed a press conference on the third day (July 6) of the 31st Meeting of the Conference of Heads of Government of CARICOM, which is being hosted at the Rose Hall Resort in Montego Bay, St. James, from July 4- 7.

“We meet twice per year, there are a few other meetings with our ministers etc, but infrequently, and we expect that structure to run the single market and economy and a community programme…if we want more implementation, then we have to have a structure, slightly different than the Secretariat,” he said, explaining that the Secretariat has a defined role that focuses on the task of implementation on a daily basis”.

Dr. Bharrat noted that the Secretariat comprised technical persons, who were community public servants, but did not represent individual governments. This mechanism he said would cause the issues to be raised more frequently. “I am conceding that we have taken too long, to put in place that mechanism,” he remarked.

The Guyanese President also argued that despite the absence of some Heads, who were represented by Foreign Ministers and Deputy Prime Ministers, there were still meaningful discussions taking place at the conference.

“They come with the mandate of their Heads…sometimes Heads can’t make it for real reasons, but it doesn’t mean that the work doesn’t go on…you can’t be there but it doesn’t mean that you are not plugged into the process,” he stated.
